Project Overview
The GC7 approach emphasizes people-centered services, where clients are recognized as equal partners and are supported through integrated, client-centric differentiated service delivery (DSD) models. It also promotes strong community engagement and sustainable transformation through strategic partnerships with the Government of Nigeria (GoN) and civil society/community-based organizations (CSOs/CBOs). These partnerships drive ownership of services that are accountable, evidence-based, and continuously improved through quality enhancement strategies.
Community-Based Organizations (CBOs) play a crucial role in delivering interventions at the grassroots level, leveraging their deep understanding of local contexts and networks. However, the effectiveness of these interventions relies heavily on the engagement of credible and capable personnel. This ensures smooth coordination from the grassroots to national levels and strengthens community-focused monitoring and response efforts aligned with the country’s integrated community-led monitoring strategies.
To this end, NEPWHAN, in collaboration with CBOs such as the GWIHR, is committed to engaging qualified community-level personnel. These engagements aim to enhance the generation and utilization of CLM data, promote representation and inclusion of key populations, and empower community members and support groups. This collective effort is expected to drive a more inclusive, responsive, and impactful HIV/AIDS response across Nigeria—ultimately improving health outcomes and the overall well-being of communities nationwide.

Program Officer
Job Description
SUPERVISION: NEPWHAN
She/he is responsible for:
- The Program Officer shall be in charge of program activities associated with Integrated CLM implementation at the CBO level.
- Support daily administrative and technical CLM implementation activities.
- Liaise with the CBO project implementation team,. to collect, collate, and analyze field data and reports.
- Coordinates programs activities at the project site and in the office.
- Nurture relationships with primary care providers, CBO project management team and other stakeholders to advance advocacy goals of the project at CBO level.
- Work with the CBO project management team to distribute advocacy materials, including briefs, fact sheets, and press releases.
- Organize CBO-level advocacy events to garner support for the priorities of the project.
- Facilitate meetings to foster collaboration and alignment with key stakeholders, ensuring buy-in and support for the project at CBO level.
- Give reports on activities being carried out by the CBO as it relates to Integrated CLM implementation.
- Carry out health talks/Health education, nutritional counseling, career counseling, and HIV counseling and Testing at the project site.
- Prepare CBO monthly work plan that will breakdown program activities into detailed projects, with tasks, activities, timelines and scope.
- Conduct periodic supportive supervision visit to the service delivery points.
- Carry out any other assignment as may be directed by your line Manager
Qualifications
i. Basic Requirements
- Bachelor’s Degree or HND in Social Sciences or other related disciplines.
- Two years of Previous work experience in Global Fund HIV/TB/Malaria or PEPFAR grant.
- Three (3) years of work experience in a NGO/CBO implementing HIV/TB/Malaria Interventions.
- Two (2) years of Working knowledge of Care & Support in HIV interventions in Nigeria working with PLHIV, PPW, AGYW/AYP & KP.
- proficiency in in Microsoft Office, including Word, Excel, and PowerPoint.
- Excellent communication (verbal and written) skills, including understanding the local language of the people. Attentive to details, highly organized, and self-motivated.

FINANCE OFFICER
Job Description
SUPERVISION: NEPWHAN
She/he is responsible for:
- Ensure the application of proper internal control systems and accounting processes to facilitate financial monitoring and control in line with the donor Guidelines for Financial reporting and auditing of projects.
- Ensure prudent financial management and value for money.
- Ensure that all supporting documents in respect of financial transactions are adequately authorized and have correct information.
- Ensure timely payment to staff, vendors, and statutory deductions.
- Ensure all staff complies with the retirement process and timely retirement in line with organizational policy.
- Prepare and submit timely financial reports to SR.
- Ensure overall preparation of project accounting ledgers and project accounts by best practices and standards;
- Ensures proper filing of all financial documents.
- Assist with audit preparation.
- Carries out any other tasks required by SR and PR Management.
Qualifications
Basic Requirements
- A 4-year degree/HND in accounting, finance and/or bookkeeping,
- At least 3 years of experience as a finance officer in a NGO/CBO.
- 2 years of Previous work experience in Global Fund HIV/TB/Malaria or PEPFAR grant.
- 3 years of work experience in a NGO/CBO implementing HIV/TB/Malaria Interventions.
- Strong written and oral communication skills.
- Sound organization and planning abilities.
- Excellent attention to detail, accuracy, and problem-solving skills.
- Good interpersonal skills and the ability to develop strong working relationships at all levels of management.
- Demonstrated ability to work as part of a team.
- Budget management skills is a must

MONITORING AND EVALUATION (M&E) OFFICER
Job Description
SUPERVISION: NEPWHAN
She/he is responsible for:
- Provide technical support to the case managers/MM/DC for data entry in appropriate tools.
- Interface with the health care providers/facility records and the primary care providers (case managers/MM/Data collectors) to ensure that project data is captured in relevant registers in line with predetermined tools.
- Coordinate the data collection activities of primary care providers at the service delivery points (case managers, mentor mothers, data collectors) to ensure both community and facility-level data align to expected indicators.
- Provide orientation/technical support to primary care providers (Case managers/Mentor Mothers/DC) on use of community tools and harmonization of same with facility records before preparation of relevant reporting tools.
- Work with the facility personnel and primary care providers (case managers/mentor mothers/data collectors) to harmonize project data from health facilities within the LGA of implementation.
- Liaise with facility focal persons in various units of the facility (ART, ANC, PMTCT, Record/M&E unit, Lab, referral focal persons, etc) to harmonize data reported by the primary (case managers/Mentor Mothers/DC).
- Retrieves and sorts data source documents for desk review and validation and conduct CBO level data validation.
- Works with primary service providers to resolve questions, inconsistencies or missing data, and verifies accuracy of data before entry.
- Inform the Facility M&E focal person and State team of perceived risks that need to be resolved, such as inconsistent or missing data that cannot be resolved by looking through the source documents.
- Collect completed data from primary care providers at service delivery points (Case managers/MM/DC at specified reporting periods and report to the next level.
- Compile periodic M&E/progress update reports as the need arise.
- Guide the service providers on continuous update of patient records to ensure complete data entries on source documents (as required, following validations).
- Support training on M&E/MIS for CBO project management team members.
- Prepare CBO-level Issues Log and Risk Log for the Integrated CLM implementation
Qualifications
Skills & Experience Requirements
University Degree/HND preferably in Computer Science, Statistics, or Economics
Experience:
- Two (2) years of Previous work experience in Global Fund HIV/TB/Malaria or PEPFAR grant.
- Three (3) years of work experience in a NGO/CBO implementing HIV/TB/Malaria Interventions.
- Two (2) years of Working knowledge of Care & Support in HIV interventions in Nigeria working with PLHIV, PPW, AGYW/AYP & KP.
- Proven ICT skills, especially in the development of MIS software using database software would be an added advantage.
- Expertise in analyzing data using statistical software would be an added advantage.
- Appreciable training & facilitation skills in community setting.
