Background
The Project Consortium of Greater Women Initiative for Health and Rights (GWIHR), Drug-Free and Preventive Healthcare Organisation (DAPHO), and Global Women’s Health, Rights, and Empowerment Initiative (GWHREI), invites applications from highly qualified persons in Nigeria to undertake desk review, consultations and use resources from the activities to develop toolkit and training guides for mainstreaming of safety, security, and safeguarding (SSS) issues into health and social interventions for Sex workers (SWs) and People who use/inject drugs (PWUDs) in Nigeria

CONSULTANCY
Scope of Work
The consultant will be responsible for the following:
- Undertake desk review of safety, security and safeguard issues affecting programs for SWs and PWUD.
- Develop questionnaires and Focus Group Discussion guides for collecting data/information on safety, security and safeguard from Policy Makers, Healthcare Professionals at service provision points, SW and PWUD organisation stakeholders, community of SW and PWUD, and Law Enforcement personnel in contact with the populations (Police & NDLEA).
- Analyse responses from KIIs and FGD conducted with key stakeholders.
- Develop a comprehensive SSS toolkit and training guide, and evidence-informed strategies to mainstreaming SSS into SW and PWUD programs.
Deliverables
- Report of Desk review of SSS issues affecting SW and PWUD.
- Questionnaire for KIIs with Policy Makers, Healthcare Professionals, Law Enforcement and SW and PWUD organisation stakeholders.
- Focus Group Discussion Guide for SW and PWUD collectives.
- Thematic presentation of Key issues of SSS from KIIs and FGDs.
- SSS Toolkit and SSS training Guide for SWs and PWUD
Qualifications
- Advanced degree in a relevant field (e.g., Public Health, Social Works, Community Development, Social Sciences and/or Human Rights).
- A minimum of 5 years of demonstrated expertise in research and analysis, with a focus on key populations and frameworks/guidelines/manual development.
- Knowledge of Nigeria’s regional dynamics, socio-cultural contexts, and structural inequalities.
- Exceptional analytical, writing, and communication skills, with a proven ability to break down complex data into actionable insights.
Consultancy Duration
The consultancy is estimated to last for a period of 3 months (May 1 – July 31, 2025)
